The Azerbaijani government, through the Centre for Analysis and Coordination of the Fourth Industrial Revolution under the Ministry of Economy, has developed a comprehensive digital economy strategy for 2024-2030. It addresses specific challenges through collaborative and flexible decision-making, fostering connectivity among businesses, civil society, and governmental institutions. Additionally, the strategy seeks to enhance Azerbaijan’s regional and international standing amid the transition to a digital economy.

The strategy prioritizes creating an environment conducive to digitalization, supporting the emergence of new businesses, and promoting the digital transformation of existing enterprises. It also emphasizes the importance of data-driven decision-making in the realm of the digital economy. With nine flagship projects and over 60 initiatives, this strategy is set to play a pivotal role in driving Azerbaijan’s digital transformation forward.

Foreign direct investment (FDI) is highlighted as a crucial component of Azerbaijan’s digital economy strategy. The Digital FDI (Investing in the Digital Economy of Azerbaijan – IDEA) project, spearheaded by C4IR Azerbaijan in collaboration with the World Economic Forum’s Investment and Practice platform, aims to attract and optimize foreign investment in Azerbaijan’s digital sector. The first phase of this project involved comprehensive surveys and interviews with firms investing in Azerbaijan’s digital economy, identifying 13 key policy directions for government action. A workshop in June 2023 further refined these findings, prioritizing three specific action areas for the project’s second phase.

The second phase of the IDEA project will include targeted workshops for startups and SMEs to provide insights and strategies for scaling up and attracting investments. Azerbaijani firms will also be introduced to the Smart Industry Readiness Index (SIRI) assessment tool, which evaluates operational effectiveness across essential aspects. Additionally, the Investment Calculator tool will facilitate strategic planning, risk assessment, and resource allocation, enhancing transparency and confidence among investors.

These initiatives are designed to equip businesses with the tools and knowledge needed to thrive in the digital landscape, fostering innovation, growth, and competitiveness in Azerbaijan’s evolving economy.
